    R. H. Biter, the capable and progressive supervising principal of the Gallitzin public schools, has spent his life in school work. He is thoroughly familiar with the various phases and needs of the educational work of Pennsylvania, having been an integral part of the school system for many years. Both as a student and as an instructor, he has shown a keen appreciation of the problems that confront the schools.
