the past 34 years Mr. Fouch has served as justice of the peace. The first office he held was inspector for Richland Township, which he held one year. He is a member of the United Evangelical Church, and is highly esteemed.




    Earl P. Spencer, widely known throughout Cambria County as the cashier of the Merchants and Miners Bank at Scalp Level, is a veteran of the World war. He was born at this place, Sept. 11, 1895, and is the son of Charles and Ellen (Hoffman) Spencer.
    Charles Spencer was born at Mansfield, Ohio, and his wife was a native of Scalp Level. Both are deceased.
    Earl P. Spencer received his early education in the public schools of Scalp Level and attended Indiana State Normal School. In 1915 he became connected with the Merchants and Miners Bank at Scalp Level, and on April 1, 1918, resigned his position. He enlisted for service in the World war in April, 1918, and was sent to Camp Lee, and later of Jacksonville, Fla. He was then transferred to Newport News as a member of the Three Hundred Thirty-fourth Cavalry. He served in France for 13 months and was discharged with the rank of sergeant. Mr. Spencer then went with the Windber Trust Company at Windber, and in October, 1924, accepted his present responsible position at Scalp Level.
    On July 12, 1924, Mr. Spencer was married to Miss Helen Shaver, the daughter of Newville and Annie Shaver, of Robertsdale, Pa.
    Mr. Spencer is a Republican, a member of the Church of the Brethren, Masonic Lodge, Consistory and Shrine, and the American Legion. He is accounted one of the reliable business men of the community and has a wide acquaintance.
    The Merchants and Miners Bank of Scalp Level was organized Sept. 13, 1913, with the following officers: John R. Caldwell, president; A. W. Brinham, vice president; and J. Ward Hile, cashier. It is the only banking institution at this place and has a capital stock of $30,000 and a surplus of $35,000. The officers are: B. L. Simpson, president; A. W. Brinham, vice president; and Earl P. Spencer, cashier. The directors are: B. L. Simpson, A. W. Brinham, C. A. Caldwell, Frank Prosser, E. J. Wissinger, J. Ward Hile, and William Gahagen.
